    • N; Not adequate: 0% weight
    • P; Partially adequate: 25% weight
    • L; Largely adequate: 75% weight
    • F; Fully adequate: 100% weight
    To determine if a plan/process/procedure/best-practice/standard/etc. EXISTED:
    • N; Non-Existent: 0% weight
    • Y; Existent: 100% weight
